Catherine Bodine, who worked for several years to improve the Burbank Gardens neighborhood near downtown Santa Rosa, died Sunday in a Petaluma convalescent hospital. She was 85. ``The lady has meant something to the neighborhood she lived in,'' said Robert Bill, her longtime friend and civic ally. A native of Montana, Bodine was married for many years to Howard Bodine, a representative in San Francisco for the longshoreman's union, Bill said. After Howard Bodine's death in 1966, she moved to Santa Rosa. In the early 1970s Bodine helped found the Burbank Gardens Neighborhood Association to represent the residents and homeowners who lived near the Luther Burbank Gardens south of City Hall. At the time the city had designated the Burbank Gardens, Junior College and South Park neighborhoods to receive aid from the federal Neighborhood Development Program, a precursor to the community development block grants. Bodine served for several years on the city committee that recommended the spending of the block grants. ``She always advocated for her neighborhood,'' recalled Patricia Fruiht, the city's community affairs coordinator. Fruiht said neither the bureaucratic process nor other people ever intimidated Bodine from speaking up for what she believed was right. For nearly two decades Bodine remained the neighborhood representative that the city contacted regarding proposed developments or city projects in the Burbank Gardens area. Bodine is survived by a son in San Francisco, a daughter in Indiana and four grandchildren, Bill said. There will be no services. Arrangements are under the direction of Daniels Chapel of the Roses.
